Public Request for Proposals: Coal Creek River Mile 0–0.9 Restoration Project
American Rivers seeks a qualified consultant to provide alternatives analysis and conceptual design services for a multi-benefit restoration project on Coal Creek in southwest Washington. The Coal Creek River Mile 0–0.9 Restoration Project (Project) is located on approximately 66 acres of historic wetland surrounding 0.9 miles of lower Coal Creek, a tributary of Salzer Creek within the Chehalis River Basin.
Coal Creek serves as important spawning habitat for coho salmon and steelhead; however, historical channelization and adjacent development have degraded ecological function. These alterations have reduced habitat quality, limited fish passage, accelerated flood flows, and diminished opportunities for recreation and community access to nature.
This Project aims to restore ecological function while also delivering community benefits. Key goals include improving salmonid habitat, enhancing floodplain connectivity and flood storage, and expanding access to open space for residents of the Chehalis Basin. As an urban-proximate site, the Project offers a unique opportunity to demonstrate how river restoration can support both environmental resilience and community well-being.
American Rivers is issuing this Request for Proposals (RFP) to qualified firms to demonstrate their expertise, approach, and ability to perform the required work. The selected consultant will support Phase 1 of a multi-phase effort, which will lay the technical and analytical foundation for future design, permitting, and construction. Services for Phase 1 include but are not limited to: 1) Desktop analysis; 2) Field data collection and analysis; 3) Alternatives analysis; and 4) Conceptual design development. The selected consultant will also coordinate with project partners and stakeholders, including the Chehalis Basin Collaborative for Salmon Habitat and relevant regulatory agencies, and participate in community outreach efforts.
All Proposals in response to this RFP must be submitted electronically (as PDFs) to Neina Chapa at nchapa@americanrivers.org by 11:59pm PST on Monday, April 20th, 2026, with the subject line: “Coal Creek River Mile 0-0.9 Restoration Project.” The designated point of contact for each Respondent will receive an email confirmation of receipt of their Proposal.
